Windows 10 Emoji Panel Not Working: Getting Windows + Period to Open Emoji Again

Windows 10 has a built-in emoji keyboard that opens with Windows + period or Windows + semicolon. When the Windows 10 emoji panel not working problem appears, the slot dewa shortcut does nothing, or the panel opens but will not insert anything.

The panel is part of Windows’ text input system. It needs the correct keyboard language, the text input service, and a program with a text box that accepts it.

It was added in the Fall Creators Update, version 1709, and early versions supported only some keyboard languages.

Most problems come down to the input language or a stopped service.

The panel is useful well beyond smileys. It also offers symbols, punctuation, and kaomoji, which saves hunting for special characters in other tools.

Why This Happens

The emoji panel fails for these reasons:

  • The cursor is not in a text box when the shortcut is pressed.
  • The active keyboard language does not support the panel on older builds.
  • The text input helper, ctfmon.exe, is not running.
  • The Windows key is locked or the shortcut is blocked by software.

Some older desktop programs do not accept emoji characters at all.

Start With These Basic Checks

Test in a simple place first.

  1. Open Notepad and click inside the text area.
  2. Press Windows + period or Windows + semicolon.
  3. If nothing appears, check the language indicator near the clock and switch to an English keyboard layout with Windows + Space.
  4. Try the shortcut again.
  5. Restart the PC.

If the panel works in Notepad but not in another program, the program is the limitation.

In some programs the panel opens but the emoji appears as an empty box. That means the program’s font cannot display colour emoji, not that the panel has failed.

Going a Step Further

Restart the input services.

  1. Press Windows + R, type ctfmon.exe, and press Enter.
  2. Press Windows + R, type services.msc, and make sure “Touch Keyboard and Handwriting Panel Service” is set to Manual or Automatic and is running.
  3. Install pending Windows updates.
  4. Turn off any Windows key lock or gaming mode on the keyboard.
  5. Use the touch keyboard as an alternative by right-clicking the taskbar and choosing “Show touch keyboard button.”

If the shortcut still does nothing, check Settings > Time & Language > Language and make sure your keyboard layout is installed properly, since a broken layout can disable the panel.

A Word of Caution

Do not delete ctfmon.exe or block it with security software, since it is a genuine Windows file. Changing input settings does not affect files.

Final Thoughts

The emoji panel usually fails because the text input service is stopped or the keyboard language is unsupported. Restart ctfmon, enable the touch keyboard service, and test in Notepad.

Once it works, the panel remembers recently used emoji, so the ones you use most often appear first the next time you open it.
